please verify my process for moving paper wallet to electrum offline wallet (Reddit Bitcoin)

Have a usb, a laptop, and a mobile device(to save public qr codes), and an unencryped standard paper wallet

Create tails os usb bootable

Create a final destination offline wallet

In tails, start an offline electrum wallet.

Save seed phrase to paper and memory.

Get the master public key and a qr code from the public key for receiving.

Create Paper wallet offline-

Restart tails without persistence stay offline

Start a new wallet and import the paper spend address.

Write the public master key and get the qr code

Create an online watching wallet

Restart tails usb again without persistence.

Go online

File->restore->standard wallet->use a master key

Scan qr code, and verify the address

Create an unsigned transaction

send->scan offline electrum wallet destination

Move max(all) BTC to the destination.

Select an appropriate fee, (i was using static to ensure 10 blocks)

Create transaction, and scan the transaction to qr code.

Make the offline paper wallet again as above

Start a new wallet and import the paper spend address.

Sign the unsigned transaction offline

Tools->Load Transaction->from file

Scan the unsigned transaction.

Verify the receiving address(final destination) and amount are correct.

Sign the transaction, and save as a qr code.

Create the online watching wallet again.

Restart tails usb again without persistence online

File->restore->standard wallet->use a master key

Scan qr code, and verify the address

Broadcast the signed transaction

tools->load transaction->from file-> scan Signed transaction QR code.

You could save the online wallet seed in persistence to save a step, but you wont need a watching paper wallet once all the BTC are moved.Im assuming the laptop is not corrupted with some boot virus, and i was able to create the tails os securely. This leaves the public key temporarily exposed on the mobile device.If i make the final destination a segwit wallet without passphrase, do i need to save the derivation path? I feel like i did a lot of back and forth, so i may have missed a step, or i could have combined a step to make things easier without security issue.
